Sarah Marugg has spent years standing up for working families, as an AFSCME union leader and advocate for fair wages, affordable healthcare, and safe working conditions. Now she is bringing that same commitment to Hillsboro City Council, fighting for Ward 1 residents, strong neighborhoods, environmental protections, and a community where people and quality of life come before unchecked corporate interests.

Sarah has raised her children right here in Ward 1. Hillsboro is where her family has built its life, and she wants to protect the strong neighborhoods, open spaces, clean environment, and quality of life that make this community such a special place to call home.

Sarah has raised her family here and understands how closely growth, transportation, public safety, schools, open spaces, and access to good jobs are connected. She will make sure Ward 1 residents have a strong voice in City Hall and that decisions reflect the needs of the people who live here.

Sarah believes growth should strengthen our community without sacrificing our wetlands, migratory birds, farmland, clean air, open spaces, and quieter neighborhoods. She will support responsible growth that protects the character and quality of life Ward 1 families value.

Hillsboro has given Sarah’s family a strong sense of belonging, and she wants every resident to feel welcomed, respected, and heard. She supports language access, culturally inclusive community engagement, and making city information and public participation easier to navigate for residents from all backgrounds.

Sarah’s son grew up participating in Unified Sports through local schools and continues in athletic programs as an adult. Along the way, teachers, coaches, students, and families made him feel welcomed, supported, and included. Those experiences showed Sarah what a strong community can mean to a family. Hillsboro has given her family a true sense of belonging, and serving on City Council is one way she hopes to give back.
As an AFSCME member and current Chapter Chair, Sarah advocates for workers, fair treatment, family wage jobs, affordable healthcare, and safe working conditions. That experience has taught her how to listen, ask tough questions, bring people together, and stand up when something is not right.
Sarah believes growth should strengthen our community without sacrificing what makes Hillsboro unique. Our wetlands, migratory birds, surrounding farmland, clean air, open spaces, and quieter neighborhoods are worth protecting. Residents deserve a meaningful voice when major developments could affect their health, environment, neighborhoods, and quality of life.
On City Council, Sarah will bring a practical and independent voice focused on transparency, accountability, public safety, working families, responsible growth, and protecting the community we call home.
What Sarah Will Fight For

Strong Public Schools
Strong public schools are the foundation of an affordable, thriving community. They prepare our kids for Hillsboro’s family wage and high tech jobs and give families a path to greater economic security. Sarah will champion inclusive schools where every child, regardless of disability, language, income, or immigration status, has the opportunity to succeed.
Stop the Data Center Buildout
Sarah believes Hillsboro should not continue expanding data centers at the expense of our land, water, power, neighborhoods, and quality of life. For facilities that are already permitted, she will push for strong oversight, compliance with environmental standards, appropriate wastewater testing, and transparent public reporting so residents can be confident these facilities are operating safely and responsibly.
A Government You Can Actually See Into
Residents should not have to be insiders to understand how City Hall works. Sarah will push for clear public information, accessible meetings, transparent land use decisions, and a government where residents can see how major decisions are made, who is influencing them, and how to make their voices heard.
Housing & Opportunity
People who work in Hillsboro should be able to afford to live here and build a future here. Sarah supports quality housing that working people can actually afford, strong schools, STEM opportunities, workforce development, and family wage jobs so Hillsboro residents can share in the prosperity of our growing high tech economy.
Protect Hillsboro from Luxury Jet Expansion
Sarah opposes turning Hillsboro into a luxury private jet hub at the expense of nearby neighborhoods, clean air, quiet open spaces, wetlands, and wildlife. She will fight for strong oversight, transparent land use decisions, and meaningful protections for residents when corporate aviation projects threaten the health, environment, and quality of life of our community.
Standing with Working Families
As an AFSCME member and Chapter Chair, Sarah knows how much strong unions matter to working families. She will stand with workers, support family wage jobs, respect collective bargaining, and work to ensure Hillsboro’s growth creates real opportunity for the people who live and work here.
